Originally formed as the Nationwide Blueprint for Title IV-D Reform, there was a growing need to expand the information available on this site to include other such information, concise statements of issues, and solutions to issues related to Title IV-A, Title IV-D, and Title IV-E under the Social Security Act.
In 2009, this site became the Nationwide Blueprint for Title IV Reform. Each program under the Federal Social Security Act, sometimes intertwined with one another, are complex policies that are destined to shape the future generations of America and should be of intimate interest to politicians, political candidates, and interested parents and decision-makers.
The Nationwide Blueprint for Title IV Reform site is centered around a growing group of taxpayers that are seeking to modify irresponsible Federal and State administration and spending of the following programs:
Title IV-A – Block Grants to States for Temporary Assistance for Needy Families (TANF)
Title IV-D – Child Support and Establishment of Paternity
Title IV-E - Federal Payments for Foster Care and Adoption Assistance
Title IV programs will be strengthened by 1. limiting participation to only those families that are objectively needy 2. strengthening effectiveness of case management by reducing national participation 3. requiring parents to mutually enforce their rights and responsibilities in a manner that maximizes human potential while minimizing conflict. 4. reduce overall reliance on the government programs to only those families that have been determined objectively to most need it. 5. requiring that parents stay mutually active in their children’s lives.
Through awareness, education, and alternatives to the current model of state expenditure / federal reimbursement relationships that unfortunately reward for negative outcomes rather than objective positive outcomes; Title IV programs will be strengthened for those that need services the most.
